BaFin sets capital buffers for global systemically important institutions
The Federal Financial Supervisory Authority (Bundesanstalt für Finanzdienstleistungsaufsicht – BaFin), in consultation with the Deutsche Bundesbank and pursuant to section 10f (2) of the German Banking Act (Kreditwesengesetz – KWG) has identified one institution authorised in Germany as global systemically important institution, or G-SII. On that basis, BaFin has set an appropriate capital buffer.
The identification of a G-SII is based on the following categories: size, interconnectedness with the financial system, substitutability, complexity and cross-border activity. This approach is consistent with the revised guidelines of the European Banking Authority (EBA) on the further specification of the indicators of global systemic importance and their disclosure (EBA/GL/2020/14).
The capital buffer for G-SIIs could be set up to 3.5% of the total risk exposure amount and is to be held in Common Equity Tier 1 capital (CET 1) on a consolidated basis. The table below shows the G-SII identified in Germany and his individual capital buffer.
